Public Comments: Members of the public can participate in-person at the City Council meeting to provide public comments.  Members of the public can also submit written comments prior to the City Council meeting via e-mail at: [email protected]. Written comments received by noon on the day of the City Council meeting, that are within the subject matter jurisdiction of the City of Imperial Beach, will be provided to the City Council and be made available to the public at the City Council meeting. They will be part of the official record of the meeting, but they will not be read aloud at the meeting. Members of the public who wish to watch City Council meetings, are encouraged to stream from the City website's at:

  That the City Council approves the Regular Meeting Minutes of March 5, 2025 and March 19, 2025.

RATIFICATION OF WARRANT REGISTER FOR THE PERIOD FROM MARCH 8, 2025 TO MARCH 21, 2025. (0300-25)

• Recommendation:

  Staff is seeking that the City Council ratify and file the Warrant Register Report.

• Recommendation:

RESOLUTION 2025-015 TO AWARD A PROFESSIONAL SERVICES AGREEMENT (PSA) TO COAR DESIGN GROUP TO PROVIDE ARCHITECTURAL SERVICES FOR THE IMPERIAL BEACH SPORTS PARK BUILDING. (0920-40)

• Recommendation:

  Adoption of Resolution 2025-015 awarding a Professional Services Agreement with Coar Design Group for the design services of the Imperial Beach Sports Park building.

ORDINANCES/INTRODUCTION & FIRST READING

CONSIDERATION TO INTRODUCE ORDINANCE 2025-1254 TO AMEND TITLE 2 OF THE IMPERIAL BEACH MUNICIPAL CODE TO DISSOLVE THE PARKS AND RECREATION COMMITTEE AND TO ADD ATTENDANCE PROCEDURES FOR VARIOUS CITY COMMISSIONS, BOARDS, AND COMMITTEES. (0120-80)

• Recommendation:

  Introduce the ordinance by title only by waiving the full reading and setting the matter for adoption at the next regularly scheduled Council meeting.

PUBLIC HEARING ON RESOLUTION NO. 2025-013 OF THE CITY OF IMPERIAL BEACH, CALIFORNIA ADJUSTING THE REGIONAL TRANSPORTATION CONGESTION IMPROVEMENT PLAN FEE FOR FISCAL YEAR 2026. (0680-95)

• Recommendation:

  Adopt Resolution 2025-013 approving the increase in the RTCIP mitigation fee charged for each new residential dwelling unit constructed in Imperial Beach in Fiscal Year 2026 from $2,875.06 to $3,047.57.

PUBLIC HEARING TO ADOPT RESOLUTION NO. 2025-014 APPROVING REGIONAL TRANSPORTATION CONGESTION IMPROVEMENT PROGRAM (RTCIP) PROJECT PLAN – REGIONAL TRANSPORTATION CONGESTION IMPROVEMENT PROGRAM PROJECT ON STATE ROUTE 75. (0680-95 & 0920-60)

• Recommendation:

  1.Open the Public Hearing.

  2.Receive public comment.

  3.If Council wishes to proceed, close the Public Hearing.

  4.Adopt Resolution 2025-014 approving the RTCIP Project Plan to construct beautification improvements including restabilizing and recompacting of decomposed granite and enhancing landscaping elements at Bicentennial Triangle Park.

RESOLUTION 2025-016 DECLARING APRIL AS “EARTH MONTH” AND RECOGNIZING “NATIVE PLANT WEEK” IN THE CITY OF IMPERIAL BEACH. (0230-15 & 0230-60)

• Recommendation:

  Adopt Resolution 2025-016 to declare the month of April as “Earth Month” and the third week of April as “Native Plant Week” in the City of Imperial Beach.

DISCUSSION ON SENATE BILL 10 OTAY MESA EAST TOLL FACILITY ACT. (0460-20)

• Recommendation:

  Hold a discussion on SB 10 and its amendments and provide direction to staff.
