Public Comments: Members of the public can participate in-person at the City Council meeting to provide public comments.


Members of the public can also submit written comments prior to the City Council meeting via e-mail at: comments@imperialbeachca.gov.


Copies of the written comments received by noon on the day of the City Council meeting will be provided to the City Council and be made available to the public at the City Council meeting. They will be part of the official record of the meeting, but they will not be read aloud at the meeting.

All City Council assignments are available for review in the City Clerk’s Office.

Each person wishing to address the City Council regarding items not on the posted agenda may do so at this time.  In accordance with State law, Council may not take action on an item not scheduled on the agenda.  If appropriate, the item will be referred to the City Manager or placed on a future agenda.

All matters listed under Consent Calendar are considered to be routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items, unless the item is removed from the Consent Calendar by action of the City Council. A Councilmember or member of the public may make a comment on any item on the Consent Calendar.

  • Recommendation:

    To approve Consent Calendar Item Nos. 12.a through 12.l.

  • Recommendation:

    That the City Council approves the Regular Meeting Minutes of June 21, 2023, and August 2, 2023.

  • Recommendation:

    Adopt Resolution No. 2023-65 to maintain a state of local emergency related to the cross-border pollution impacts from the Tijuana River and authorize the City Manager, Mayor, and Council members to work with local, State, Federal, and Mexican authorities to advance binational projects to improve conditions in the Tijuana River.

  • Recommendation:
    1. That City Council designates Councilmember McKay as the voting delegate for the 2023 League Annual Conference Business Meeting and
    2. That the City Council directs the City Clerk to complete and submit a Voting Delegate/Alternate Form to the League's office by Monday, August 28, 2023.
  • Recommendation:

    That the City Council adopt Resolution No. 2023-67 approving a six (6) month time extension for the Project Approval as set for in Resolution No. 2022-66 which included Conditional Use Permit (CUP-21-0003), Design Review Case (DRC-21-0016), Site Plan Review (SPR-21-0017), & Categorical Exemption pursuant to CEQA guidelines section 15332 (In-fill Development) for a new Del Taco restaurant with a drive-through facility and outdoor patio seating area at 1333 Palm Ave (APN 627-011-19-00) in the C/MU-1 (General Commercial and Mixed Use) Zone on the Zoning Map subject to the conditions as specified in Resolution No. 2022-66 (Attachment 4 of the staff report).

  • Recommendation:

    That the City Council adopt Resolution Number 2023-66 authorizing the City to submit a grant application for the HAP Grant for the Imperial Beach Housing Acceleration and Support Program for $650,000, for the City Manager, or designee thereof, to execute all documents and take any actions necessary and appropriate to carry out the intent of this resolution accepting the grant funds awarded by SANDAG and authorizing the City Manager or designee to make required budget adjustments to accommodate the grant funds and project expenditures.

  • Recommendation:

    Staff recommends adoption of Resolution 2023-64 approving the Memorandum of Understanding with the Imperial Beach Firefighters’ Association.

  • Recommendation:

    That the City Council hold the public hearing; consider public input, and adopt Resolution 2023-68, approving Regular Coastal Permit (CP-22-0016), Design Review Case (DRC-22-0030), Site Plan Review (SPR-22-0031), and categorical exemption pursuant to the California Environmental Quality Act (CEQA) guidelines 15332 Class 32 (In-Fill Development Projects) at 981 & 983 Calla Avenue (APN 626-221-24-00) in the C/MU-1 (General Commercial and Mixed-Use) Zone subject to the conditions as specified in the attached resolution.

    Staff recommends the City Council receive and file the investment update report from Chandler Asset Management.

  • Recommendation:

    That the City Council provide guidance and direction regarding implementation of code compliance enforcement.
