Public Comments: Members of the public can participate in-person at the City Council meeting to provide public comments.

 

Members of the public can also submit written comments prior to the City Council meeting via e-mail at: comments@imperialbeachca.gov.

 

Copies of the written comments received by noon on the day of the City Council meeting will be provided to the City Council and be made available to the public at the City Council meeting. They will be part of the official record of the meeting, but they will not be read aloud at the meeting.

Each person wishing to address the City Council regarding items not on the posted agenda may do so at this time.  In accordance with State law, Council may not take action on an item not scheduled on the agenda.  If appropriate, the item will be referred to the City Manager or placed on a future agenda.

  • Recommendation:

    Approval of Proclamation recognizing September 15, 2022, through October 15, 2022, as National Hispanic Heritage Month in the City of Imperial Beach

All matters listed under Consent Calendar are considered to be routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items, unless the item is removed from the Consent Calendar by action of the City Council. A Councilmember or member of the public may make a comment on any item on the Consent Calendar.

  • Recommendation:

    To approve Consent Calendar Item Nos. 7.a. through 7.i.

  • Recommendation:

    Adopt Resolution No. 2022-69 to maintain a state of local emergency related to the cross-border pollution impacts from the Tijuana River and authorize the City Manager, Mayor, and Council members to work with local, State, Federal, and Mexican authorities to advance binational projects to improve conditions in the Tijuana River.

  • Recommendation:

    Adopt Resolution No. 2022-71 to increase the not to exceed agreement with Aztec Landscaping to $175,000.

  • Recommendation:

    That the City Council adopt Resolution 2022-73, approving Regular Coastal Permit (CP-21-0004), Conditional Use Permit (CUP-21-0004), Design Review Case (DRC-21-0017), Site Plan Review (SPR-21-0018), and a categorical exemption pursuant to the California Environmental Quality Act (CEQA) Guidelines Section 15332 Class 32 (In-fill Development Projects) proposing to demolish an existing building and construct a new Raising Cane’s restaurant with a drive-through facility at 900 Palm Ave (APN 626-212-36-00) in the C/MU-1 (General Commercial and Mixed Use) Zone subject to the conditions as specified in the attached resolution.

  • Recommendation:

    That the City Council adopt Resolution 2022-74, approving Regular Coastal Development Permit (CP-22-0015), Conditional Use Permit (CUP-22-0012), Design Review Case (DRC-22-0028), Site Plan Review (SPR-22-0023) and Categorical Exemption pursuant to California Environmental Quality Act (CEQA) Guidelines Section 15303 Class 3e (New Construction or Conversion of Small Structures) for the proposed attached 527 square foot exterior covered patio addition to the existing IB Forum restaurant at 1079 Seacoast Drive (APN 625-392-23-00) in the C/MU-2 (Seacoast Commercial & Mixed-Use) Zone.

  • Recommendation:

    Staff recommends the City Council receive and file the investment update report from Chandler Asset Management.

  • Recommendation:

    That the City Council receive the report and presentation from staff on the Bayshore Bikeway Resiliency Project – Creation of a Coastal Resilience Corridor in Imperial Beach and provide staff with a recommendation on the preferred options for the three segments and comments on the proposed project concepts and design.

  • Recommendation:
    1. Approve Resolution 2022-70 adopting the Local Roadway Safety Plan
    2. Direct staff to develop the short-term improvements and pursue grant funding
  • Recommendation:

    Staff recommends the City Council receive the report and provide direction to the City Manager to proceed with the current effort or to explore other options.
